
Parents of children with IEPs and all other members of the LAUSD community are invited to provide
comments to Mr. Frederick Weintraub, the court appointed Independent Monitor, during two hearings scheduled for
Thursday, April 11, 2013 (9-11:00am and
5-7:00pm). The hearings will be held at LAUSD Board Room located at 333 S. Beaudry Avenue. This notice is also available the following languages: English/Spanish, Korean, Russian, Chinese, Vietnamese, and Armenian.
The Office of the Independent Monitor (OIM) is the oversight agency of the Los Angeles Unified School District’s special education program. LAUSD has been under federal court oversight since 1996 for systemic non-compliance of special education law. The Independent Monitor was appointed in May, 2003 after a modification of the original consent decree, Chanda Smith v. LAUSD. The Independent Monitor is responsible for determining whether LAUSD meets compliance with the Modified Consent Decree and special education law, by June 30, 2006.
The Parents’ Council meeting topics for the 2012-13 academic year are listed is this document. The meetings are scheduled to take place the second Monday of the month for the months of October 8, 2012, December 10, 2012, February 11, 2013, April 8, 2013, and June 10, 2013 at Moseley-Salvatori Conference Center, located at 637 S. Lucas Avenue, Los Angeles, CA 90017.
The October 8, 2012 meeting will begin promptly with public comment at 6pm. After the public comment the meeting will be a closed session with members of the Parents’ Council only. The meeting is scheduled to conclude at 8pm.

Each meeting begins with closed sessions at 6 p.m. The meeting is open to the general public at approximately 6:30 p.m.

The Council's duties are as follows:
- Review the District’s implementation of the Modified Consent Decree.
- Meet with the Independent Monitor to discuss the District’s efforts to implement the Modified Consent Decree and to share with the Independent Monitor any
information you have on special education in LAUSD. - Meet with counsel
for the plaintiffs to receive reports on implementation of the Modified
Consent Decree. Meet with representatives from LAUSD to receive reports on implementation of the Modified Consent Decree. - Provide comments to the Independent Monitor on the Annual Plan.
